In a microwave-safe mug, whisk together the flour, sugar, cocoa powder, and baking powder until well combined.
Add the milk, vegetable oil, and vanilla extract to the dry ingredients. Stir until the batter is smooth and no lumps remain.
If using, sprinkle chocolate chips on top of the batter and gently press them in.
Microwave on high for about 1 minute and 30 seconds. Cooking time may vary depending on your microwave's wattage.
Check the cake by inserting a toothpick. If it comes out clean, the cake is done. If not, microwave in 10-second intervals until cooked through.
