Preheat oven to 350°F (175°C). Grease a 9x13-inch baking pan or line with parchment paper.
Melt butter in a saucepan over low heat. Remove from heat and stir in sugar until well combined.

In a separate bowl, sift together flour, cocoa powder, salt, and baking powder. Gradually add to the wet ingredients, mixing just until combined.
