Prepare the dough: In a large bowl, mix flour, sugar, yeast, and salt. Gradually add warm water and vegetable oil, stirring until a dough forms.
Knead the dough: Transfer the dough to a floured surface and knead for about 10 minutes until smooth and elastic. Place in a greased bowl, cover, and let rise for 1 hour or until doubled in size.
Divide the dough: Punch down the dough and divide it into 8 equal portions. Roll each portion into a ball and let rest for 10 minutes.
Fill the buns: Flatten each dough ball into a circle. Place a spoonful of red bean paste in the center, then gather the edges and pinch to seal. Roll gently to smooth the surface.
Second rise: Place the filled buns on parchment paper, cover, and let rise for another 30 minutes.
Steam the buns: Bring water to a boil in a steamer. Place the buns in the steamer, leaving space between them. Steam for 15 minutes over medium heat. Turn off the heat and let sit for 5 minutes before opening the lid.
